I HAVE laid before the Secretary of State for Foreign Affairs your letter of the 23rd instant regarding the Shanghae Opium Commission.

I am to inform you that Sir E. Grey has no objection to the appointment of Mr. J. B. Brunyate, I.C.S., as representative of India upon the Commission.

With regard to the question of allowances for the Delegates, Sir E. Grey is in communication with the Secretary of State for the Colonies.
